2013-08-05— /travelprnews.com/ — Sheremetyevo International Airport has initiated and developed a new version of the «Guidelines for Recording On-Time Flight Statistics.» Airport specialists have developed a document that represents a breakthrough for the aviation industry, enabling the airport to exercise sweeping control over the performance of all participants in the aircraft-servicing process, taking into account modern conditions and the requirements imposed upon individual airports and airlines.
Practical application of the Guidelines has been approved in cooperation with Aeroflot Airlines — the primary air carrier of Sheremetyevo Airport.
The new Guidelines have also piqued the interest of the Federal Air Transport Agency. Rosaviatsia is currently looking into the possibility of developing standard «Guidelines for Recording the On-Time Flight Statistics of Civil Aviation» on the basis of the document as opposed to the virtually-obsolete «Guidelines for the Maintenance and Recording of Civil-Aircraft Flight Regularity,» brought into force by Order No. 6 dated 10.01.1990 of the USSR Ministry of Civil Aviation.
The Guidelines make it possible to assess the performance of airlines, service agents, interacting representatives of government authorities and external factors with respect to their impact on flight punctuality, as well as to delineate responsibility for flight punctuality.
Flight punctuality is evaluated in accordance with the following criteria: aircraft landing, arrival, departure and takeoff. The Guidelines specify key standards for all main process operations on arrival and departure that could potentially affect flight punctuality. In particular, taxiing and aero-towing after following aircraft landing — 10 minutes, engine starting — 5 minutes, aero-towing and taxiing before takeoff — 20 minutes, aircraft treatment using ice-proofing agents — 10 minutes.
Current punctuality indicators have made it possible to identify the actual performance indicators of all process participants: airlines, service agents, airport agencies and government authorities.
Punctuality is taken into account with respect to all flights listed on the central schedule. The reasons for flight delays and those responsible are identified in accordance with the «Code Classifier of Messages on the Reasons for Flight Delays.» Disputes concerning the identification of delay reasons are brought up for discussion by all stakeholders during the committee meeting on a weekly basis.
Practical application of the Guidelines is increasing the level of responsibility borne by all participants in the working process while making it possible to maintain on-time flight statistics from Sheremetyevo Airport at a high level.
