Notes to editors Heathrow is regulated by the CAA (Civil Aviation Authority). On the 30th of April the CAA published its Initial Proposals for the regulatory settlement to cover the years of Q6 (2014 to 2019) for Heathrow. These proposals followed on from the publication of our Q6 Full Business Plan in February after consultation with our airlines, the CAA and other interested third parties.
